Run AI Agents Locally or in the Cloud: Top 10 for 2026

New Claude Cowork tasks on Pro and Max can no longer run only on your computer, but Claude Code, its sibling, still can, and its newest model, Claude Opus 5, tops SWE-bench Verified at 97.0%.

  • No. 1: Claude Code + Claude Cowork

01Final list

The leading AIs each built their own list of ten independently. Here is one result that is easy to check: every place has a reason, a source, and the list of AIs that included it.

Order: from most to least AI agreement.

A bright badge means this AI put the entry on its list. A dim badge means it did not.

  1. 1

    Claude Code + Claude Cowork

You can have both, chosen per task: Claude Code keeps folders on your disk and Cowork keeps running with the lid shut. Opus 5 scores 97.0%, but Pro/Max Cowork lost its local option.

Included it: Claude, ChatGPT, Meta, Grok, Gemini, Wenxin, DeepSeek, Qwen. Did not include: MiMo.

    In their lists: Claude: 2 · ChatGPT: 8 · Meta: 2 · Grok: 1 · Gemini: 6 · Wenxin: 1 · DeepSeek: 1 · Qwen: 1

    What each AI noted 8
    • Claudeplace 2

Anthropic points people who need local-only work to Claude Code, and its model Claude Opus 5 tops SWE-bench Verified at 97.0% on Vals.

    • ChatGPTplace 8

Cloud persistence wins on convenience, but the October 2026 shift means new Pro and Max Cowork tasks are no longer selectable as computer-only sessions.

    • Metaplace 2

80.9% Verified for Opus 4.5, 87.6% for Opus 4.7 – cloud by default since Oct 6 but local files reachable via desktop app bridge

    • Grokplace 1

Top SWE-bench Verified scores (~79 %+ Opus class) plus official cloud option that still lets the desktop app reach local folders while open.

    • Geminiplace 6

Reaches a 95% SWE-bench Verified ceiling and works unattended in the cloud overnight, but retains workspace prompts for 30 days unless Enterprise zero-retention is enabled.

    • Wenxinplace 1

Clouds the longest overnight jobs — and now lets you opt-out of storing the output.

    • DeepSeekplace 1

The generalist that still offers a local session — but only on Team/Enterprise; Pro/Max went cloud-only on Oct. 6.

    • Qwenplace 1

Scores 96.0% on SWE-bench Verified with Opus 5, and lets you choose between cloud execution (Cowork) or local terminal use (Claude Code).

    ChatGPT Work / Dots

Work still lets you choose a local or cloud chat. Dots run only in the cloud, and the only way to erase a Dot's memories is to delete the whole Dot.

02Worth knowing

What the AIs noticed while building the list.

03Questions people ask

can ai agents work offline

Only local ones can, such as OpenClaw, Aider or OpenHands pointed at an Ollama model, and they stop when the machine sleeps. A 35B local model reaches 37.8% on SWE-bench Verified Hard.

04How we counted

In plain words, no formulas.

1The question

Top 10 AI Agents: How Much They Get Done on Their Own vs. Whether Your Files Stay on Your Machine

2Why this topic

Capability leaderboards ignore where your files go, and privacy reviews ignore how capable the agent is. This list sets the two against each other for people who search, month after month, how to run an agent on their own computer.

3Where it applies

Global AI agents, both cloud-run and run on your own computer

4What we looked at

  • Proven ability to finish complex, multi-step tasks on its own
  • Where tasks run: vendor cloud only, a choice of cloud or local, or fully on your own computer
  • What the vendor keeps: how long it stores data, what usage data it sends back, and whether a no-storage option exists
  • Whether it keeps working with the device switched off
  • SWE-bench Verified on Vals.ai (mini-SWE-agent, updated Sept 1, 2026) — Share of 500 real GitHub issues fixed end to end. Scores are saturated, and the scaffold moves a model by up to 29.8 points
  • SWE-bench team (Princeton) — Official Verified leaderboard. Results are tied to a specific model, scaffold and setup
  • Mozilla Privacy Not Included (retired Aug 11, 2026) — How long vendors keep data and whether private or offline setups exist. Retired; the archive only
  • Vendor privacy pages (Anthropic, OpenAI, Google) — Retention windows, training opt-outs and zero-data-retention options

5Who ranked

The leading AIs, each building its own list of ten independently and naming a source for every place: Claude, ChatGPT, Meta, Grok, Gemini, MiMo, Wenxin, DeepSeek, Qwen.

6How the places were set

The same entry written differently by different AIs was counted as one. The more AIs put an entry on their list, and the higher they put it, the higher its place. "AI agreement" shows how many of the AIs had it on their own list. Sources are only those the AIs found themselves; nothing was added by hand.

OpenAI Codex (local app and cloud tasks)

It lets you choose per job between a cloud container that works while you sleep and a local run, on models scoring 96.2% on SWE-bench Verified (GPT-5.6 Sol, Vals).

  2. 2
Claude Code (local, plus cloud routines/remote tasks)

Anthropic points people who need local-only work to Claude Code, and its model Claude Opus 5 tops SWE-bench Verified at 97.0% on Vals.

  3. 3
    ChatGPT Work

One of the few mainstream agents that still offers local and cloud chats side by side, so files can stay home or the job can run on after you leave.

  4. 4
    Claude Cowork (Pro/Max)

The most autonomous consumer agent has no local mode on Pro and Max any more, and a post asking where the data went drew 125K views.

  9. 9
    Perplexity Computer

  10. 10
    Devin (Cognition)

It is cloud-only and fully asynchronous, so it gets the most done while you are away but gives you the least say over where files go. I found no SWE-bench or retention figure for it.

What Claude noticed

SWE-bench Verified is saturated. Vals shows 97.0% for Claude Opus 5, then DeepSeek V4 Pro at 96.4% for $0.10 per test against $1.29. A paper finds the top entries solve the same 285 of 500 instances, so the top places are not truly ordered.

Scaffold choice moves a single model by up to 29.8 points, more than the spread among the top 30 leaderboard entries. SWE-bench therefore measures the model plus its harness, not the product you actually buy.

Local does not mean safe. Running OpenClaw with Ollama keeps prompts off third-party servers, yet exposed gateways, prompt injection and malicious skills remain the main risks.

Deep Google-app autonomy on Google Cloud; Privacy Not Included-style concerns around activity and Personal Intelligence remain.

  6. 6
    n8n (self-hosted)

Low-code agent node you can run on your own server; full data control and no cloud dependency for the workflow itself.

    Source ↗
  7. 7
    Simular Sai

Gives you a real Windows/Linux desktop in the cloud or BYOD local mode, trading pure local privacy for full app control.

  8. 8
    Steel / open-source browser runtimes

Self-hostable browser infrastructure so the agent’s web sessions never leave your hardware.

    Source ↗
  9. 9
Claude in Chrome / local computer-use beta

Runs inside your own Chrome or desktop session; strongest privacy for logged-in sites but stops when the device sleeps.

  10. 10
AutoGPT / open agent frameworks (self-hosted)

Classic open-source loops you can point at a local model; maximum file privacy, minimum reliability on long tasks.

What Grok noticed

Claude Opus-class models still lead most independent SWE-bench Verified boards in October 2026, yet the same family can score 10–20 points lower under different scaffolds.

True “files stay on your machine” and “works while laptop is closed” remain mutually exclusive for almost every consumer product; only self-hosted stacks give both.

Mozilla-style privacy reviews still flag activity logging and long retention on the major cloud agents; local open-source runtimes avoid the issue entirely.

Browser-use Cloud’s 11 ¢/task cost undercuts frontier API agent runs while matching or beating many of them on pure web benchmarks.

  1. 1
    Open-Interpreter (01 / Local Mode)

Executes 100% on your machine with zero telemetry and 0-day retention, solving 42% on SWE-bench Verified but halting the moment your machine sleeps.

  2. 2
    Continue.dev

Embeds open-source autonomous coding inside your editor with strictly local Ollama connections, delivering 100% data sovereignty at the cost of zero background persistence.

  3. 3
    Aider

Hits 84% on SWE-bench Verified when paired with top APIs while storing zero code on external servers, terminating cleanly when your terminal session closes.

  4. 4
    Cursor Agent

Combines a 75% SWE-bench score with an explicit zero-data-retention Privacy Mode, keeping code indexing local but dependent on an active machine.

  5. 5
    Windsurf Cascade (Codeium)

Maintains proprietary local codebase indexes without storing source code on remote disks, achieving 72% resolution while pausing whenever your laptop disconnects.

    Source ↗
  6. 6
    Claude Code & Cowork (Anthropic)

Reaches a 95% SWE-bench Verified ceiling and works unattended in the cloud overnight, but retains workspace prompts for 30 days unless Enterprise zero-retention is enabled.

  7. 7
    Devin (Cognition)

Runs multi-hour autonomous software engineering sessions in dedicated cloud sandboxes overnight, retaining repo state and logs on Cognition servers for 30 days.

  8. 8
    GitHub Copilot Workspace

Operates directly against remote GitHub repos in cloud dev-containers overnight, backing 60% SWE-bench capability under standard enterprise zero-code-training terms.

    Source ↗
  9. 9
    ChatGPT Agent (OpenAI)

Delivers 70% resolution inside sandboxed cloud environments that persist overnight, storing prompt records for 30 days unless users opt out of history.

  10. 10
Ollama with CrewAI / AutoGen (Self-Hosted)

Guarantees that no byte of source code leaves your local drive, but task success drops to 48% and operations shut down the second you close your laptop.

What Gemini noticed

There is a fundamental engineering tradeoff between data privacy and overnight autonomy: agents that guarantee 100% of files stay on your machine stop running when you shut your laptop, while agents that work overnight require transferring code into vendor cloud VMs.

Mozilla's privacy investigations found that consumer AI chatbots store interaction logs for 30 days by default even when users disable training, requiring dedicated enterprise zero-data-retention (ZDR) agreements to achieve instant deletion.

    Claude Code + Cowork (2026)

What MiMo noticed

The contamination tax is the story of 2026: models that score 80%+ on SWE-bench Verified fall to 46–57% on Scale AI's SWE-bench Pro, and OpenAI stopped reporting Verified entirely after models reproduced gold patches.

"Does Claude Cowork keep your content private" has a 30-day/5-year split answer: deleted tasks are gone from back-end storage within 30 days, but if you allow model improvement, de-identified data can sit in training pipelines for up to 5 years — and flagged content for 2.
